President George W. Bush warned the US’s international partners on Tuesday not to respond to Fidel Castro’s resignation by favouring engagement with Cuba over support for the dissidents and political prisoners in the country.
In comments in Rwanda, Mr Bush indicated that European and Latin American governments should not reach out to Raúl Castro, even if the new leader embraces a measure of economic and political reform.
